ORIGIN AND GROWTH OF IMA BOARD FOR NURSING HOME BOARD by Prof. Dr. V. VARADARAJAN

THE ORIGIN:

During December 1986 a lot of representations were coming to the State IMA from the members owning Nursing Homes. They were concerned about marked upward revisions of the taxation.

Dr.V.Varadarajan was President in IMA TNSB and Dr.V.N.Rajasekaran was Secretary.

The Nursing Homes were grouped as commercial institutions and subjected to many fold increases in the taxation.

The IMA felt that we should represent them to the authorities. At the same time we also felt that we should have a complete date of the Nursing Homes in the State, so that it will be easy to put forth our problems to the authorities. So we collected the data of the Nursing Homes in various places through the Branches of IMA.

THE FIRST PROBLEM:

The doctors of Erode Dr.K.R.Balasubramaniam & Dr.L.M.Ramakrishnan and others took the lead in arranging an interview with Honourable Minister for Transport Mr.Muthusamy.We were asked to come to Madras to meet him on April 1 st . About forty Doctors met him in the Secretariat. He was kind enough to inform us that the matter has been discussed with Chief Minister and an announcement will be made shortly in the assembly. He also assured that there will be some reduction in the tas assessed by Local Bodies.

We were asked to assemble at the assembly we were able to here the proceedings that the upward revision of municipal taxation by the authorities was withdrawn.

We were thankful to the Government for this gesture and wanted to meet then the Chief Minister Dr.M.G.R. and thank him. The Minister assured that he will convey our feelings to the Chief Minister, but it may take another day for us to meet the Chief Minister personally, as he has to get the permission from the Chief Minister.

Most of us have come from Districts and our staying in Madras for more than two days had to start home urgently.

FORMATION OF NHB 1987, 1ST APRIL:

We felt that the Doctors should meet periodically to discuss their problems arising form the Nursing Homes. All of them agreed. No time was wasted. We straight away proceeded to our House at Namdhanam where we met and brought certain resolutions. Dr.K.Janakiraman was elected us the Joints Secretary of the Nursing Home Board.

REGULAR MEETINGS OF NHB ALONG WITH STATE COUNCIL:

With consecutive meetings of the active members of the Nursing Home Board along with the members of the State Council. The rules and regulations for the NHB were framed. After through discussion these were approved and successive Office Bearers were elected and Board started functioning.

THE MEETINGS: NO.1 TO 58 ALONG WITH STATE COUNCIL

From 1987 till 2001 the meetings were held along with State Council Meetings and the problems of the Nursing Homes well discussed. These discussions were healthy and members from the various parts of the State took part in the discussion.

We held at 58 meetings along State Council. Being problem oriented discussions they took a long time sometimes even three hours of the State Council thus preventing other important points from being discussed in the state Council. Further the members of the Nursing Homes board who are not the members of the State Council were not able to attend the meeting. Some other State Council members who do not own the nursing home have to concentrate on the Nursing Home discussion.

To overcome all these problems Dr.Ashraf then President of IMA suggested that NHB can hold separate meetings.

FROM THE YEAR 2002 WE HAVE MADE IT A REGULAR FEATURE TO CONDUCT SEPARATE NHB MEETING PRIOR TO STATE COUNCIL

59TH 60TH AND 61ST EVENING NHB MEETINGS

We are able to allot more time and also the local NHB members are able to attend these Meetings. This was done in some cases on the previous evening of the State Council.
  • So 59 th meeting in Trichy on 16.2.2002
  • 60 th meeting at Madras on 28.4.2002
  • 61 st meeting was held Tiruchendur on 6.7.2002
62ND MEETING ONWARDS WHOLE DAY NHB MEETING

We thought that instead of arranging for an evening meeting we can have whole day programme with lectures on important Topics. The time is so arranged in every region that the NHB members can conveniently attend the Meeting. The Local officials were also invited these gives better understanding with the Nursing Homes and Officials.

  • The 62 nd meeting was held in Thanjavur on 15.9.2002
  • The 63 rd Meeting was held at Coimbatore on Sunday 1.12.2002
  • The 64 th Meeting was held at Madurai on Sunday 11.5.2003
  • The 65 th Meeting was being held at Chennai on Sunday 21.9.2003
  • The 66 th Meeting was being held at Erode on Sunday 16.11.2003
  • The 67 th Meeting at Thanjavur on 21.2.2004 on Sunday
  • The 68 th Meeting at Tirunelveli on 05.09.2004
  • The 69 th Meeting at 12.12.2004 at MMM Auditorium, Chennai.
  • The 70 th Meeting at 24.4.2005 at IMA Hall, Salem
  • The 71 st Meeting was held on 23.7.2005 at Hotel Gnanam, Thanjavur. To be continued …..
So far we have enumerated step by step the origin development and the growth of the Nursing Home board. The Journal has become a regular feature. I request the Nursing Home Board members to contribute to the journal. Otherwise it will be difficult to have periodical communication with the member. To be continue

The nursing home board has so far met the authorities and presented our view we have met an earlier occasions and advisors to the Governor and also the Labour Commissioner and explained our problems.

  • We have maintained excellent relationship with Government Official
  • We are invited by the Government the Pollution Control Board and other World Bank and other important agencies.
  • We have suggested self regulation of the Nursing homes
  • From 330 Members in 1987 we have grown to 1,800 NHB members now
  • The estimated Private Hospitals is 8,000 in Tamil Nadu. So we will be getting more and more members to this board.
  • The Hospital protection scheme (HPS) and the PPLSSS require greater co=ordination with NHB.
FOR ALL THESE WE REQUIRE MORE PEOPLE TO TAKE ACTIVE INTEREST IN NHB MATTERS BASED ON THE EXPERIENCE OF PPLSSS WE WISHED TO INDUCT MORE PEOPLE TO THE ADMINISTRATION OF PPLSSS. SO WE WISH TO ADD SOME ADDITIONAL POST IN THE NHB.

IT SHOULD BE UNDERSTOOD THAT WE ARE TAKING MORE PEOPLE TO RUN NHB.
CONSTITUTION FOR NHB
Dr.K.R.Balasubramanian, President,IMA appointed Dr.M.S.Ashraf as the Chairman and requested him to formulate relevant amendments to the constitution as the IMA is growing in strength and various wings are also formed.
